I can't enable Whatsapp dual messenger in my Vivo y21

As said in the title, I can't have dual apps on my Vivo phone for some reason.
Suprising thing is there are tutorials online where dual app configuration is allowed through the apps-notification tab (a single tab for both settings). In my phone it is two seperate tabs and the ability to make dual configuration is not seen. Even in advanced messenger system. What could be the problem?

On the Home screen of your Vivo phone, long-press on the WhatsApp icon.
You will see a “+” sign on the bottom right corner of the icon.
Tap on the “+” symbol to clone your Whatsapp Messenger.
