If your phone supports Samsung DeX and the touchscreen is still partially functional, you can connect your phone to an external monitor and use DeX to access your files like a computer. This will allow you to transfer your data to another device.

If your S23 has a broken screen and you can't enable USB file transfer, try using Samsung Smart Switch wirelessly. Connect your phone and PC to the same Wi-Fi network, open Smart Switch on both, and follow the prompts.
If that's not an option, consider using a professional repair service to temporarily fix the screen or explore third-party data extraction tools compatible with broken screens.
